Out of the box resident retention idea: crazy, brilliant, or simply generous?

A Los Angeles landlord gave his residents a particularly generous - and costly - holiday gift: He took $70 off the cost of their December's rent payment.  The story was picked up and reported by a number of media outlets including the Huffington Post.  My question is whether this is crazy, brilliant, or simply generous?
